Jim Florence Jim Florence SWARTZ CREEK – Jim Florence has been appointed to fill the City Council vacancy created by the sudden death of 4th Ward Councilman Michael R. Shumaker.

Shumaker, 73, suffered a heart attack at his home March 2.

Florence, who has attended City Council meetings regularly for years, is a member of the city’s Parks and Recreation Advisory Board and the Planning Commission.

He also is active with the Kiwanis Club and Swartz Creek Area Senior Center, as well as the United Methodist Church and Springbrook Homeowners Association.

It remains unclear how long the appointment will remain in effect as the city charter appears to have conflicting rules regarding appointments and terms of office.

Attorney Richard J. Figura has said the seat will be up for grabs in the November election.

However, city officials have asked Figura to take a closer look and consider whether the appointment would not cover the remainder of Shumaker’s term of office.

Shumaker was re-elected to a fouryear term in November 2014. He represented the 4th Ward for more than 12 years.
